The major problems faced by small and medium-sized enterprises (SMEs) in Georgia relate to the lack of adequate entrepreneurial and institutional capacities for developing and supporting external trade-oriented sectors. In tackling these challenges, a special attention should be given to providing the appropriate level of support to SMEs to ensure that they are able to adjust to requirements and to reap expected benefits from Georgia’s signature of the Association Agreement (AA) with the EU in 2014, which includes the implementation process of the Deep and Comprehensive Free Trade Area (DCFTA).
The project aims to support the development of business clusters – networks of interconnected businesses, usually operating in the same industry, which allow pooling know-how, technology, expertise, and sharing resources such as equipment, infrastructure and personnel. Business clusters aim to offer member companies benefits from optimization of costs related to R&D, market research, logistics, marketing etc. Through partnering companies can build sustainable partnerships through strategic alliances and increase the collective capacity to establish international linkages.
The conducted assessment of Georgia’s ICT industry with a special focus on a cluster of ICT companies operating in Tbilisi identified challenges in marketing and limited visibility on international markets. Based on recommendations of the assessment the project aims to support existing agglomeration of ICT companies in Georgia via elaboration of a common vision of cooperation and the development of cooperation action plan.

The Project aims to support the development of Georgia’s ICT sector via:
Supporting ICT Cluster formation and development
Lead generation and integration with EU markets
Needs assessment of the Georgian ICT Cluster
Advising public stakeholders / consultancy to Government of Georgia and relevant agencies
Creating a Public Private Dialogue (PPD) platform
Personnel: Specification of inputs and necessary qualifications
The project aims to contract a pool of international experts who will provide the following expertise:
a) At least 7 years of sector-specific experience, consulting expertise along the ICT value chains relevant to the specializations identified in the study.
b) At least 7 years of consulting to private businesses working in the field of ICT, with a focus on business development, internationalization, enhancement of operations and creation of market linkages supported by cases from previous projects of similar kind. References of at least 3 private companies that have successfully expanded internationally and attribute the success to the received consultancy (priority to non-EU based companies that expanded their products (focus on services) to the EU). Clear preference will be given to references from business to business consulting.
c) Cluster development and management experience.
d) Intimate knowledge and understanding of the EU framework, international standards, implementation and auditing.
e) Working experience in ICT in EU and in at least 3 countries outside of the EU (especially in Eastern Europe).
f) Experience in public-private cooperation in the ICT sector in Europe.
Excellent English language proficiency is a must for all experts. Possession of Russian shall be considered as an advantage.
